    SE Solutions is seeking a Program Manager who can perform duties as both a Program Manager and a Technical IT Manager/Consultant. The Program Manager must have technical knowledge of public-facing hosting environments, sharepoint applications, enginering and development life cycles.  The Program Manager must effectively communicate, engineer, and build enhancements and new features. PM must be able to provide technical IT consulting, ideas, creation and design of new solutions that meet TSA vision and requirements.

    Contributions

    The Program Manager / Technical Lead will be responsible for the following:

    • General project and program management, to include management of both service providers and directly-assigned staff.  Includes management of geographically-dispersed support and development teams
    • Management of all aspects of client, vendor (hosting, development services), and development team coordination and communication. 
    • Managing high-availability environments and applications, providing both operations and maintenance, as well as system engineering and development support.
    • Ensuring that the Information Ssystem Security Officer (ISSO) activities and responsibilities align with Federal, Industry, and Customer-specific requirements, guidance, and directives
    • Managing technical environments and projects based upon SharePoint (upgrade preferred), MS SQL, and content management tools
    • Work closely with partners, vendors, customers, and assigned staff to create, design, and implement new technical, functional, and security capabilities, enahancements, and features within the application to support the mission.
    • Gather and analyze business requirements to solve complex problems for new and expanding features. Define scope, objectives, level of effort, schedule, and cost. Work with customer to prioritize and manage all efforts. Coordinate and communicate business requirements to team and translate to technical tasks. Identify risk and manage schedule to ensure successful implementation of tasks and features.
    • Support the creation and design of new user interface (UI) screens, reports, graphs, images, and navigation for new features and enhancements.  Coordinate, edit, and assist in publishing of website content including news, articles, announcements, web sections, best practices, lessons learned, exercise data and other system data.
    • Work directly with government PM and stakeholders to identify, define, estimate, and prioritize all system activities and enhancements.
    • Manage and support all Quality Assurance (QA) activities including reviews, testing, and ensuring standards and polices are met.
    • Developing and maintaining a project schedule; reporting cost, schedule, and performance metrics; managing and communicating isseus and risks; and developing a continuous improvement. This documentation should be presented in a Project Management Plan
    • Facilitate weekly planning meetings with government PM and key stakeholders, working group sessions, and other stakeholder meetings on an ad-hoc bais as required.  
    • Create and submit status reports on all IT support activities to customer for review and approval.

    Qualifications

    Master's Degree and/or more than 15 years of experience

    10+ years experience managing technical projects

    Active PMP certification

    Technical software development experience, including SharePoint, MS SQL, and content management

    Cloud hosting experience

    IT Security experience against government and industry standards

     *Secret or higher clearance preferred
