  • Overview

    The Program Manager must perform duties as both a Program Manager and a Technical IT Manager/Consultant. PM must have technical knowledge of entire EXIS solution to effectively communicate and build enhancements and new features. PM must be able to provide technical IT consulting, ideas, creation and design of new solutions that meet TSA vision and requirements.


    • Manage geographically dispersed team of 15 who support: software development (SDLC), systems integration, hosting of PROD, SIT and DEV (VMs, servers, network, firewall, backup, DRP/COOP), Information Assurance (IA) and cyber security (ISSO), Configuration Management, windows administration, database administration, SharePoint administration, OneNet integration, DHS email integration, Help Desk (Tier 1), and technical support (Tier 3).
    • Understand the current security posture of the system and assess impacts of system and/or policy changes to ensure minimal risk.
    • Create, design, and implement new automated capabilities within EXIS that support the TSA/I-STEP mission.
    • Gather and analyze business requirements to solve complex problems for new and expanding features. Define scope, objectives, level of effort, schedule, and cost. Work with TSA to prioritize and manage all efforts. Coordinate and communicate business requirements to team and translate to technical tasks. Identify risk and manage schedule to ensure successful implementation of tasks and features.
    • Create and design new user interface (UI) screens, reports, graphs, images, and navigation for new features and enhancements.
    • Coordinate, edit, and assist in publishing of website content including news, articles, announcements, web sections, best practices, lessons learned, exercise data and other system data.
    • Work directly with government PM and stakeholders to identify, define, estimate, and prioritize all system activities and enhancements.
    • Manage and support all Quality Assurance (QA) activities including reviews, testing, and ensuring standards and polices are met.
    • Integrate all EXIS Support activities using a programmatic approach; this includes developing and maintaining a project schedule and keeping cost, schedule, and performance metrics; reporting such metrics to TSA, and developing a continuous improvement process for EXIS Support. This documentation should be presented in a Project Management Plan developed in Microsoft word, and a Schedule developed in Microsoft Project and delivered to the CO and COR one week post the contract kick- off meeting.
    • Attend weekly planning meetings with government PM and key stakeholders.
    • Facilitate and attend I-STEP meetings and working groups (WG) with integrated project teams and serve as a contributing subject matter expert (SME).
    • Facilitation of quarterly meetings. During these meetings the contractor shall provide updates on cost, schedule, and performance as well as discuss future project planning. Present contract status/compliance as well as KPIs results per reporting period.
    • The contractor shall submit status reports on all EXIS IT support activities to TSA’s I-STEP office for initial review and approval by the TSA representatives on a frequency established by the COR. Initially this report will be required weekly.
    • Provide monthly status reports that describe monthly EXIS IT Support activities, e.g., completed tasks; issues resolved, maintenance required, meetings attended; and, any other items of interest that may affect the project and/or efforts under this contract. Provide a monthly Data Item Description (DID) Report.
