  • Overview

    SE Solutions is looking for a Contracts Manager to support our technology solutions and cybersecurity divisions.  The primary responsibilities for the position are to perform full acquisition lifecycle contract and subcontract management and administration for the company’s U.S. federal and commercial contracts.  Independence, initiative, organization, customer service, and the ability to be flexible and adaptive to a fast-paced environment are required work characteristics. The candidate must be able to communicate effectively and decisively within all levels of the organization.  The candidate must be a collaborative problem solver who uses knowledge of contract law and regulations to identify appropriate alternatives to meet business objectives.  The candidate must demonstrate the ability to exercise sound judgement with regard to the use of sensitive and confidential information.
                                                                                                             

    Contributions

    • Manages the contracts and subcontracts function and performs contract negotiation, analysis, and administration; proposal preparation; and customer contact related to contract acquisition and fulfillment
    • Reviews solicitations and prepares responses for proposals, bids, and contract modifications; handles bids that may require integrating proposals from subcontractors and other potential vendors
    • Facilitates effective implementation of contract responsibilities within program objectives and requirements
    • Reviews and resolves all issues effecting company compliance and ensures satisfaction of legal requirements, Company, and customer objectives
    • Advises management of contractual rights and obligations and provides interpretation of terms and conditions
    • Manages contract change control process
    • Develops negotiation strategy and leads negotiation team on contractual issues
    • Establishes contract policies and processes
    • May supervise junior contracts staff

    Qualifications

     

    • 8-10 years’ experience in federal contracts management and administration to include knowledge of the FAR, GSA FFS contracting, all government contract types, commercial contracts, and professional services contracts
    • Bachelor’s degree, business major preferred
    • Federal Acquisition Certification in Contracting (FAC-C) or NCMA professional contracting certification desired

     

    Preferred Skills

     

    • Ability to independently review contracts and agreements, assess the risk the terms and conditions pose to the company, draft alternative terms and conditions (if necessary), and negotiate an agreement favorable to the company’s interests 
    • Experience with GSA FSS contract management and administration
    • Experience in drafting contract modifications, basic agreements, and letters to partners and customers for modification requests and general contract communications
    • Strong contract/subcontract administration skills; e.g. compliance, reporting, resolving issues, understanding security requirements, management of GFE, contract closeout, etc.
    • Ability to interpret contract financial performance and take action to coordinate with operations personnel regarding required business and contractual actions
    • Ability to demonstrate sound judgment, even in ambiguous situations
    • Ability to work independently while being able to contribute successfully to cross-functional teams
    • Excellent organizational skills, ability to manage multiple projects at once, follow through and meet deadlines
    • Strong written and oral communication skills
    • Strong analytical and computer skills
    • Experience using Microsoft Office 365, SharePoint, and Deltek
